I think he means the player must not be playing more than 2 games (>2) including his setup.

1 MINI MAFIA (x0.5) + 1 POKEMAFIA = 1.5

Because if you are in 2 minis (1 normal game) or 1 normal game (1 normal game) and you also sign up for this one, then you are in 2 normal games. Which Violates the "I will not accept players that are in more than 1 game" clause, unless you mean to say that you will allow people to play in two games (1 other + yours).

I think it was discussed in the Hosting thread that Sengoku was an exception. So if you're still in Sengoku you'd be allowed to play in another game as long as the host agreed.
