If I have to run this with ~17 like I have now I am in all likelihood going to make it a lot more normal than I was originally. Still accepting signups, and hoping to get a few more now that the other game had wrapped up.

I may or may not do this, it depends on how many signups I get. I was planning on doing it, but I am currently not going to use the system I was going to use. I will update the OP to notify you of any changes that I have made or any rules I have altered. Before the game starts, the rules will be finalized. Noone has wanted to completely help me balance this, so I will be borrowing a setup from mafiascum and giving it my own personal twist in all likelihood.
