It seems like it. I've never seen sneaky not build that item on ashe. I didn't understand at first, but it makes sense. It seems to work really well with how he plays. It also adds a benefit of being able to target front line so the splash hits back line.

Well there is the PBE change where he doesn't get 50% tenacity on his ult anymore. I think that's gonna gut him tbh, but I agree he's pretty OP right now.
