Seeing as how Froggen isn't an idiot and knows how to play Anivia, we can assume that he probably was telling the truth about being stuck. It doesn't smell strongly of cheating at all if you were paying attention. | ||

Even if it is legitimate, it's really shady to pause exactly at the moment where your team is supposed to be making split-second decisions. Short of a visible disconnect, a team pausing the game as they're being initiated on is pretty much always at least a little suspicious. | ||

They are trying to take advantage of the reaction time of the opponent. By pausing you take the whole momentum out of the attack. You can coordinate with your team to attack whom and when.
