It was intended for you to only be able to get it when you had 10+ qualifying champs unowned, but wasn't restricted initially. I think it was only around for the BE Emporium and Riot has since learned their lesson and aren't reintroducing them, since they were stupid BE efficient and there's effectively no BE sinks in the game anymore. | ||

Not sure on the exact threshold though. | ||
