Option 1 seems more likely taking what Riot said at face value. However Option 2 seems like a more 'realistic' version seeing how it has a smoother ramp than suddenly doubling the XP given at level 18.

At level 18 Zilean no longer needs any XP for himself so the amount he gifts his allies effectively doubles.
