I don't see why, Soniv? The movespeed is obviously very good on her because of the short range on Tibbers, however damage-wise if you want to blow somebody up you have a 2.45 AP ratio, it only takes 171 "base" AP for deathcap to beat this item. She also gets an additional 0.2 ratio on anyone autoing her or Tibbers for a 5 second period, each lowering the limit, and a 0.2 AP ratio per second on Tibbers' burn (which you get for at least 2 seconds thanks to the stun, probably more with the changes to Molten Shield).
Deathcap is stronger on a QW trade from 290 "base" AP onward, which is also rather easy to obtain, in terms of follow-up. Annie also tends not to build CDR and she has medium cooldowns (4 is short, but 10 on E long, especially considering the lack of CDR). If the game was still early game focused, I'd agree that you build that as your first item, when it's stronger than deathcap, and you're set to dumpster kids. But the games tend to drag more so the 1-item timing isn't as important atm.
Obviously if you're looking to build some AP on your fed support (or someone like Vel'Koz who builds a bunch of pen) then this is tronger too. And it's stronger to initiate/catch.
But it doesn't take that long for Annie's AoE combo to benefit from deathcap more than this item, and even less for her single-target damage.

I wish people would just dodge more instead of threatening to intentionally sabotage a game in effort to get others to do it for them.

Hmm, I suppose. But Tibbers range really is not that short... 600 range + tibbers AoE (290/2 = 145) = 745 total range. If you've played enough Annie, you know exactly where that edge is and can catch a lot of people with it. Having that extra bit of MS could definitely help.
As mentioned already, she can cycle the item proc really quickly. But I suppose DCap may just be strictly better in that regard...unsure.
Having a small amount of CDR on Annie makes Tibbers minimum downtime reaaaaaally short and allow you to cycle stun just that much faster. (Morello's on her is just super good, especially considering it gives her all the mp5 she really needs).
It's certainly not a bad item on her, but you could be right, it might not be optimal.
edit - I'm curious how it would interact with Molten Armor (if it interacts at all)

Seems like they are trying to make basically static shiv for ap? I'm dubious about it being effectively utilized on champs it would theoretically be great on like Ori or Karthus.

Does the move speed stack? If you built multiple of these you waste the 2nd passive, but getting the move speed buff twice could make your mage pretty quick. Late game, morelol, hat, hourglass, staff and this x 2 seems like a lot of AP and you're not going to miss the boots

If E/Q+walking is enough to charge it between Q(minion) casts, then it seems like a pretty nifty harass-while-farming option. It does cost about 1k more than shiv though, so I'm skeptical of it's value for this/laning in comparison to mana regen.
|
It's clearly better than deathcap at the first item timing (and possibly second depending on what you buy/how you do your runes/masteries) and for laning where you can stack it super often (although you can't line it nicely with every stun if you want to use it asap). I was more skeptical about the price point and how likely you are to still be laning once you have your first big item + boots (but I mainly play Irelia top so by the time I have triforce+boots1 + 1-2 dblades depending on match-up, and my (in)ability to farm, it's longer than you'd take to farm that), plus the impact of the first few roams during levels 6-11 to influence/try to snowball the game, compared to earlier.
The average game time isn't far from 40 minutes now.

I like the shield change for dueling. A lot of times my opponent might be able to flash or dash out or run away before the second shield popped, but not anymore. The slower iteration was nicer for clearing though as you could better time it for killing minions, but whatever that's no stress.

Yeah but if AD items had sick defensive itemization AND the AD attached to it, the renektons, rivens, etc. would be absolutely unkillable AND scale so well offensively. Or zed. God. An unkillable Zed assuming you could even catch him.

Honestly it would be pretty broken on someone like renekton.

So they did the hair dye on PTL just now and revealed Hotshot's color.
First off, it's a pretty good dye job.
Second, it's basically Vi's hair color.
I'm sure someone will post a picture of it shortly on reddit or something.

That was worth CLG losing tbh... Hotshot needs to cosplay Vi for next LCS.

Why is Xin not disable his Q doesnt work, that was a horrible 40 minutes i had to endure that
It worked like 40% of the time, is there a condition that makes it fail?

So it turns out the Xin bug is only when the 3rd attack hits somebody that isn't moving. How the hell does the happen, Riot? lol

Minion coding?
In the past I am sure there have been 3rd strike hits on non moving targets before, so it is really weird that it pops up now.

Idk where to begin though or say on what I might need to improve at the most... What are just things that I should be looking out for at this level to transcend it? usually the difference at that point comes down to consistency and narrowing your character pool but i haven't really seen you play so it's hard to make those statements.
a high plat player is easily capable of playing at a diamond level it's just that they are less consistently able to perform well
