Both of these assumptions are actually flawed. During teamfights Rewind is used in concert with Time Bomb and Time Warp, not Chronoshift, so the first assumption isn't safe. The effective cooldown can end up a few seconds longer due to the desync (up to 3.6 at 40% CDR). It's not much, but it's notable. More importantly, continuously casting Rewind isn't always possible or even desirable for a number of reasons:
The upshot being that the effective cooldown of Chronoshift, particularly in the early and mid game, ends up being substantially longer than its theoretical minimum. So while Chronoshift loses the level 13 power spike it's otherwise largely unaffected. The Time Warp changes are also a slight nerf, but in return Zilean got crazy buffs.
Overall I liked the changes when I played them and Zilean's been a favorite of mine forever. (Also Riot has been wasting the opportunity to make a Squidbeard Zilean skin). | ||

Pretty much the only thing that makes me sad is the duration nerf on Time Warp. 5 seconds of boost is so much better than a stronger boost for half the time. It's not relevant for most of the game so it doesn't matter than much, but it's still saddening. | ||
