Add to the fact that many people would also use RP to get IP boosts since many runes are fairly expensive.

I am very sorry to hear that. I recall a similar situation in USFV during Capcom Cup where PR ROG was tearing people up, had taken out Daigo and was quite possibly about to take out Infiltration. Unfortunately, he forgot to do a button check in his last set, and he hadn't mapped one of his inputs that he only uses for a very particular move, a move that would have quite possibly clutched him the series. These kind of situations are really unfortunate, and I hope Piglet doesn't take it too hard.

Which still doesn't answer how they are "exclusively" a cash grab...
The only items I can think of off the top of my head that would fit the criteria would be skins.

I guess taking his comment 100% literally, no runes cannot be considered exclusively a cash grab as a dedicated person can indeed get all of the runes of their liking paying no cash.
The logical process behind his statement however would be that having a 100% required game element(runes) cost the resource you get from playing the game only, encourages you to spend that resource on the required game element. Now, you may also want champions and pages to put those runes in. If you are not so dedicated to grind IP for all of this, there is incredible incentive to purchase RP for those things, because your IP has to go towards runes.
I wouldn't call it an exclusive cash grab either, but it's clearly a fundamental piece of their entire payment scheme for the game.

I wasn't questioning your conclusion, just clarifying a false statement. I feel more comfortable when everyone has the right facts.
