I think these are better for starting. Arpen is more specialized, and while it is slightly better, at lower levels especially the ability to miss fewer last hits is worth far more.
Then add AS red, GP10 quints for jungle/support pages.
Those quints are really expensive (6k each so 12k.)
The AD is cheaper so yah, whatevs.
AS and GP10 are good too, but the person in question had 15k at 22 and wanted to know about buying runes or champs, i suggested a "one page fits all" layout (Well, 2, because of ad/ap) which it would have fit well enough (the HP quints will work on anything really.)

21 util isn't bad, and is almost standard on Hec. Pretty much all junglers benefit from the ms.

MS is very good, but almost every point before that is wasted on a jungler. CDR, mana per level, spell vamp and lifesteal? Or armor/mr, hp, and more hp and reduced damage taken. If you had the points you would take almost everything in the defense tree, the utility tree honestly sucks.

The CDR, xp bonus, summoner CDR are all very good, spell vamp and lifesteal helps a bit with early sustain. I actually do go 0/21/9 standard for most junglers, but if MS quints are good on junglers when you could've had armor quints, then I think 21 util is worth trying for oneself, and making the judgement on your own which is better on specific junglers.

I run 0/9/21 on Amumu depending on team comp
The gold gen mastery and cdr are really valuable imo, movespeed is gr9, and buff/xp mastery helps a lot too
