For normal draft, it's what Broetchenholer said.
For soloqueue, 1-5 are strictly ordered by MMR. In silver, simply a silver 2 duoing with a silver 3 is enough difference to near-guarantee that we're picks 1 and 5, because there are more people in the player pool and everyone has extremely close MMR. I would imagine as you start getting in the top % of players, duos don't ALWAYS see picks 1 and 5.

wow managed to slightly catch up with the mess happening in the Starcraft section with WCS. Apparently Esl fucked up slighty the first 1 or 2 qualifier days, but MLG fucked up super hard. Gotta give props to Riot^^, seems like the people at blizzard didn't really figure out the best way to copy the LCS model.

What happens when you half-ass the regions-lock.
They try to seperate the regions but still technically maybe allow anyone to qualify anywhere, and that shit just ain't working. Either you do or you don't.
If you try to do both, you get stuff like "oh we just noticed in the middle of the qualifier this dude is actually in code s!" (how the hell do you not know this in the first place... but w/e)
And other things that happened. Like with some chinese players, etc etc.
Riot's "hard-lock regions and don't allow race-mixing" is not the best solution in the world either (and probably why blizz decided to attempt what they did, well, that and starcraft being an individual game), but it sure is far harder to fuck up royally.
€: I am confident to say I have never dreamt of Shake. Or Lee Sin.

Woah now, Blizzard didn't copy LCS model at all. They just happened to see how it was doing and say let's see how we could do that but not quite as good. Overall, yeah Riot handling it better but then again they are not trying to deal with tons of people all trying to sign up for the same event. Mind you that's because they where smart enough to restrict it to a point you had to take it seriously and be quite good(even the worst LCS players are still good players).. actually yeah Blizzard should of spent some time making sure that organized better.
Oh well at least we are going to get Thrall on a motorcycle playing a card game.
unrelated: wonderboy isn't the only person to dream about posting and browsing TL...
