Glyph 0.055 / level vs. 0.31 (level 5.6 breakeven point.) Thing is, mana regen is one of the few things where this is worthwhile tradeoff to go per level. Most characters aren't going to burn through all their mana pre-6, and if you're trying to avoid buying a mana item through your runes, the per levels are going to be more effective. Either glyphs or seals can work well for this. I think it's situational. A lot of champions will never be able to burn through all their mana at later levels (e.g. Ahri, Diana). The ones that do (e.g. Karthus, Swain, Kog'Maw) need more than just scaling mana regen.

Isnt it genius to firstbuy a Oracle as support and a ward? You get so much control on the map. HIGH RISK/ HIGH REWARD

HIGH RISK/ HIGH REWARD I've tried this. It's alright, but the lack of mana becomes a real issue for some supports. If the other bot lane is good, they'll take advantage of you not being able to cast spells very much. Starting 1 pink/faerie/2green could do just as well if you're looking for a gank window-- coordinate with the jungler, pink ward a minute before he comes and take out their ward.

I recently swapped from per level to flat and I've come to like it. Also most people get a Chalice or Dorans which means the extra regen from per/lvl becomes less influential. Flat gives you a greater percentage increase in mana regen for early laning, which is when runes matter most (before first back to buy).

Assuming you spend the same amount of time at every level and spending all of your time at less than full mana, it will take until about level 13 for scaling mana regen runes to have given you the same amount of extra mana as the flat ones.
