The downside is he can't go back into it for ~20 seconds (it looks like). So his range is only good in short bursts, unless his team does a really good job of defending him. His range isn't unprecedented, anyways - it looks to be about the same as Kog'Maw's ultimate.

At max level, his W had like the same cooldown as his Q (i.e. 4 seconds, or 2. something with max CDR)
He looks like he scales just fine to me >.> At the very least short cooldown + long range means you don't honestly need superb AP ratio to be a dick. His utility is low for an AP caster but does that even matter :<

This guy is going to be utterly broken with Rylai. Ultimate poke/siege AP, above even ori/cass, and you can't even run from him (huge range slow with rylai + speed buff + stun).
Also with Rylai + his passive he's going to be extremely tanky.

I'm not too impressed with the concept of Xerath. He seems to play like a weak Brand with Kog'Maw range. He seems just inherently annoying to deal with in the same way that Yorick is annoying. There's no early-game counter to his range and there's no early game counter to Yorick's ghouls.

He can AoE slam the enemy team 3 times from a massive range. They need to do a really poor job on his AP numbers if they want to make something like that bad.

I swear when phreak said buying mpen boots @ lvl6 makes you infact deal tons of damage he had a giggle in his voice.

With Locust having % magic pen id think cd boots or tenacity will be a better option anyway.
