The thing is there are a LOT of good players who just don't give 2 shits about solo q and hate solo q with a passion. Arranged 5's is a lot different from solo q in not only playstyle but builds and champs you can more effectively use.
For example shaco can be really strong in solo q but you'd never really see him in arranged 5's because of the amount of warding and team play shuts gank-centric champs that need kills to do well down.
The same thing can be said for players who generally are good players and play well in a team, but have trouble playing with randoms.

12720 people are 1520 or higher with as few as 10 games played. I think it should've been top 1% for gold.
Which means, 4240 people = 1%, thus:
1900+ Platinum = 848 people
1520+ Gold = 127,20 people
1400+ Silver = 42,400 people
1250+ Bronze = 101,760 people
and 4,240,000 people are ranked on NA.
Top 1% would've been ~1668 rating
Top 2% would've been ~1572 rating
Top 2.5% would've been ~1543 rating

It describes a lot of people though, that's the thing. You can have a really really good understanding of the game but be horrible at leading others. In these cases your knowledge benefits only you and not everyone on your team. Sometimes that means your lane is warded well, you're ungankable and such and don't die, and perhaps even farm well or get a kill in lane. But that doesn't benefit the rest of your team, only you. And that advantage of you doing better than your lane opponent might not equate to your team doing better than the enemy as a whole. If you leave your lane to go help others it might make you lose your own lane and only put your team farther behind too.
In competitive play you can have a leader say "lets engage here" on vent and so their game knowledge can benefit the team by giving you good engagements or helping you see something you may have missed, etcetc so you can acquire objectives and advantages here and there to help you win. In solo q with randoms that's not so easily the case if you can't lead them and tell them what to do, or they might not trust you and thus won't follow you.
