It's a deformed child with bright red eyes (no white), green/brown scaly skin that looks almost inhuman. If it's real and not a product of clever video editing it does appear to be human and not alien, though, because there are certain biological characteristics that are unmistakably human (look at the nose/lips).

They say on wikipedia that almost all of the babies die very quickly due to many different causes but that some do indeed survive to adulthood (one is a triathlete).
