I just talked to my dad about this. He's a super conservative who works for one of the big auto industries from the US and even he thinks it is insanely abusive and dumb and has no idea how it will go through. I asked him what he thought about their ideas of going after foreign sites and he doesn't even see how it will work. They can't really sue outside of their jurisdiction, can they?

Nope, it's just in a committee right now that is making changes to it before it goes to vote. It's gonna be a while with how slow things are going. There won't be a vote for at least a little while, depending how long it takes for them to finish with it. But isn't there a vote to get it out of committee and to the house floor?

The only amendment that the sane people got through was one specifying that a report will be issued by the state department within 2 years of passing the bill, on the use of DNS blocking technology worldwide. You can see all the amendments and whether they passed or not at: http://judiciary.house.gov/hearings/mark_12152011.html The idea behind the amendment is that the State Department tells us "Well gee foreign governments are using DNS blocking to censor free speech and prevent knowledge from reaching their citizens" and so we reconsider our stance on the whole thing. The guys in favor of the bill understood that, but they're so confident that the report would be positive that they let it through.

However, if passed, it will set the bar of censorship among "free" or "democratic" nations.

It will only affect people in the US. From what I understand, the ISP's and other internet facilitating companies will block direct access to the websites that are reported to be violating copyright. There are numerous work-arounds though that anyone with half a brain could use to get access anyways.

Both. It prevents Americans from accessing the website through DOMAIN NAME alone (IP access still works, herpty derp derparoo) while breaking the DNS security of the entire internet to do so. It also goes after any website that posts a link to infringing material in its entirety (a new amendment that makes facebook and youtube, twitter and everything else that has users who can post links) and attempts to shut it down by forcing US-based companies to stop all american based revenue from getting to that website, via advertisements and (perhaps) via purchase orders. So basically, it will break the entire goddamn internet in the name of the RIAA and MPAA.

It also means that the pirate bay can easily circumvent the bill.

Grow up guys, you all knew this was coming. You really think it's fair for an artists' content to be posted all over the place without his consent? Playing or posting copyrighted music is the equivalent of posting a thread that consists of A Dance with Dragon's entire text. You strike me as a guy who swallows the 'if you have nothing hide...' argument whole. Patriot Act is in place to catch terrorists, and will never, ever be abused....... Government says they need to take all your liberties away to keep you safe, but you'll agree to it because of course, you have nothing to hide! SOPA is a tool made to abuse, masked behind a novel idea of stopping piracy. This is nothing new, and if history has thought us anything, it is that governments (or rather, the power elite) will do whatever it takes to stay in power. Recently, a Swiss court decision denied the RIAA and MPAA(?) to change the copyright law in Sweden, err.. Switzerland and added (after a study conducted) that online pirates buy as much music and/or movies than people who do not pirate stuff.
