Heh, I wish they would just get it over with if its going to happen. Fog or not.

North Korea is promising to strike back with even more force than it used on Yeonpyeong last month if the live-fire drills are carried out. Residents on Yeonpyeong and four other islands were ordered to take shelter before the drills because of possible attacks by North Korea. South Korea's military will "immediately and sternly" deal with any possible provocation by North Korea, said the officer at the Joint Chiefs of Staff. ehhhhhhh

So SK wants to carry out more military exercises (which won't--directly, at least--hurt NK), but NK says they will fire at SK if they (SK) carry on with the exercises?

Nothing is going to happen. Nobody in North Korea has full control of the military. If NK is going to war, they are going to wait until: A) They can fully weaponize their nuclear weapons B) Have full control of the military else they are playing the game with one hand tied. Before North Korea can truly retaliate with military actions, someone in the high command has to have full control of the military. That was the role Kim Jong-Il had, but with his ill health, the high-command is too messy to conduct any real military actions.
