Ice Beam and Rock Slide can be acquired by trading in the drinks in Celadon; Charmeleon can learn Rock Slide. In addition, we got Fly to the west of Celadon which Pidgeotto can learn (Charizard can't learn in Blue/Red, not that Charmeleon will evolve).
