They've been committed to PS3 since 2009. Basically, they had a small amount (12) of PS3s for Tekken 5 from before SF4 had come out, and the difference between PS3 and 360 SF4 wasn't discovered/validated quickly enough before evo had to make the decision on whether to run on PS3 or 360. Since they didnt know about version differences and already had some PS3s, they just got more. If someone were to donate enough 360s to run it on, maybe it'd happen, but at this point it'd be too costly for them to switch.
Why do other tournaments run on ps3? Similar situation as the Evo one, but on a smaller scale. Some have been switching over to 360 (Praise be to Shin Blanka and Final Round!) but many are still running ps3 out of convenience for the TO.
As an aside, if you're not a tournament marvel player, don't insult the actual players for whining about ps3, even though it may seem like something you could just practice or an excuse for bad play. From an outsider's perspective, it's hard to see the differences (and especially so if you're just watching via a stream), but the input and framerate drops are very real and a huge issue. It's ruined multiple tournaments, even for johnny donuts players such as myself

Instead of blaming the tournament organizers for using PS3s, you should really be blaming Capcom for not optimizing their game to run properly on the PS3 hardware.

That's nonsense. The gave developers know what platforms they're developing for, they make games based on the hardware, not the other way around. No matter how good the hardware is, you can always make a game that destroys it.

Well I'm a noob when it comes to tech-related talk, but apparently the PS3 architecture is kind of unique and different from say, a more traditional machine like a PC or a 360, and some people say that games are hard to port on PS3 for that reason. personally, I think you are right, Capcom totally has the experience and the resources in order to make this game run at constant 60 fps.

I cannot express how hype I was during that KBR vs Fchamp match. In the land of mag doom vergil, Hulk Haggar is winning the day. Did anyone else notice Fchamp hitting the home button and trying to blame the pause on KBR? FGTV trying to win in the most underhanded ways possible.

I guess I'm just naturally suspicious since team norcal did almost exactly that at FR in the team tournament when it was offstream 
also I've had someone do it to me in a tournament, you'd be surprised what people will try with money on the line.

The most competitive people are usually the least likely to cheat, especially when it's so blatantly obvious. Kane denied it on Twitter anyway:
