I've heard rumours about players that have come to tournaments with keyboards, so it should be possible to play very well on them. The best way to find out if you're comfortable on a keyboard would be to get the game in some way without paying for it, and then when you've decided, you either buy the game or you don't. :p
I'll leave the whole PS3 vs PC subject to someone else who has played on both platforms. I only play on PC.

I have a PS3, but if you want to get a mad catz joystick for ps3, it doesn't work on the PC, at least for me. The Mad Catz xbox 360 version works perfectly with the PC, no problem.

Doesn't matter which platform you get it for, get it for the platform you think would be more convenient for you to play on. And since you mentioned not having an arcade stick, I guess it also affects which controller you start off your fighting games journey on: PS3 controller, or keyboard.
As to whether you'd be at a disadvantage playing with something other than a stick, esp. at the beginner level... I'd say no. I started off playing fighting games on PC (3rd strike GGPO) and I used the keyboard. A couple of years later, after realizing I enjoy fighting games a lot, I decided to purchase myself a TE stick. I can tell you this; it took me a LONG time to get used to the stick, and at the start of the switch I knew I would've been playing a lot better had I just used the keyboard since the stick was so hard to get used to. Now that I've kinda gotten the hang of it, I can do a lot of stuff that the keyboard couldn't (i.e. advanced moves like kara-throws and sf4 plinks) but it took a long time, and I'm pretty sure keyboard players could still beat my ass at the game easily.
So yeah, take your time, learn how the game works, play the game... And if you find yourself at a point where you like the game and want to improve beyond the constraints of the keyboard/PS3 controller, you can go ahead and try for an arcade stick (or a hit box, i hear those things are pretty nifty too).

I think you would be better off buying the PC version. You aren't going to be putting yourself at a disadvantage for not having an arcade stick. Try setting up your PS3's Dualshock 3 to your PC (tons of videos on how to do so if you haven't already). From there you can mess around with the pad and keyboard and see which you are more comfortable with.
After playing a while, decide whether you think you would like a stick or not. There are many cheap ones out there. You don't need to start out with a Madcatz TE or a Hori RAP3 (higher end sticks). I myself bought a Hori FS3 stick for around $60 and have been using it for around 9 months (it's broken now though so I'm using pad for a while til I get a new stick).
PS. Many arcade sticks work on both PC and the console they were designed for. If you're gonna buy an arcade stick to use on your PC, do your research first to know whether or not it will be compatible.

So I was streaming using DXTory + Xsplit yesterday, just like I did for SC2 and Dota2. I think something may be wrong with SF4 though because DXTory won't capture from a fullscreen source, just a windowed one. SC2 and Dota2 support Fullscreen Windowed mode so I just use that, but SF4 has no windowed support at all, so I have to force it via Alt+Enter. I think SF4 just isn't designed for that because even though the framerate counter was locked at 60 according to DXTory, I was getting annoying intermittent frame drops which was screwing me up pretty bad. I'm going to have to rethink streaming SF4 or come up with an alternative to running in forced windowed mode or something, because last night was just annoying.

I'm not sure if they'll have a christmas sale for AE since its capcom and not steam that have to make the sale. But AE2012 will come out in December I believe, and thats a free DLC for owners so maybe it'll be cheaper then, maybe a 5 or 10 dollar off sale at best.

Also Exaclibur, I have streamed in windowed mode before, I just don't have a strong enough CPU to stream net play but only training mode, and there aren't frame issues or frame drops for me when I do it. I just run forced windowed mode and set a new screen region on xsplit ezpz

you can connect the ps3 madcatz te stick to your pc if you have an intel chipset. If not you can buy a intel chipset usb card for your pc of amazon for 10$

Yeah but even that is wonky, I have an Intel chipset on my laptop and the PS3 stick didn't work on it. And since its a laptop, I can't just buy the PCI usb slot thingy to get it to work.
I just suggest a 360 stick if it comes down to one or the other.

got the TE ps3 stick and use it on pc...it works perfectly...but i still get my Dhalsim Ass whiped pretty hard

I just decided to pick up this as a side hobby, randomly decided to try it out (in the most hardcore SF4 arcade in the country no less lol ><) played a couple sessions vs the AI.
I chose Akuma as my main after watching JR pull off stupid Raging Demons out of nowhere. I've played like 4 sessions so far (over different days):
1) Testing the waters, mustering up the courage to put my coin in and try it out aka losing on the first stage
2) Trying to do a few moves, started doing a bunch of Goshoryus and Raging Demon Ultras
3) I started off with the goal of pulling off air Hadokens and Tatsus reliably, but I failed horribly and ended up button mashing for a bit 
4) I went and memorized the bread-and-butter combo: HP L.Tatsu Fierce Shoryu. Though I managed to pull out more Tatsus, I only pulled off the combo like 3 times. I've never played arcade games so I think I'm bad with the stick. Highlight of the day though: I got challenged by another Akuma player of all things. Somehow managed to win my first game vs another person ever, and I even managed to Demon finish him one round lol. Could tell he had some experience though, cause he creamed me in the next game.
Somehow I don't think I'm pulling the stick hard enough even though I think I'm hitting the correct inputs... Also I get mega nervous when my moves don't come out and they start coming closer... I start button mashing 
But I'm pretty interested in trying out the game more, practising combos, I hope to get the one I mentioned down soon, if I can control the damn stick.
Might be a while before I decide to invest in a console though
