"As far as BlizzCon keys go, 1000 participants will be randomly selected and have the key e-mailed to them, after the beta has begun. For those attempting to opt-into the Beta, here's a quote from Bashiok on the selection process:

Well for our StarCraft II opt-in beta participants we do have a program that they need run that collects some basic system information. Central processing units, random access memories, vidjuh card, what have you. And when we send out keys we can look at everyone's specs and choose who to send invites to. Some of that is definitely ensuring that people can even run the game, sure, but some of it is also targeting specific hardware regardless of performance for testing reasons.
So yeah, we want to make sure people can run the game before we invite them. We may also want to throw more invites at some specific piece of hardware for testing. We also have special invites and keys that are given away for contests, attending BlizzCon, etc. and it's probably pretty likely that a Diablo III beta would follow pretty closely with all of these things.
Otherwise, Blizzard has confirmed that the Beta will begin prior to September 30th, so keep your fingers crossed and your eyes on the lookout!"

Just chatted with a friend who attended GamesCon and played D3 there. He said for him it looks like the game is still very raw and needs much much more refinement before it can be released. Anyone else played it already?

Wasn't that the same build they used last year at Blizzcon? I don't think it was the latest internal version.

Yeah it was last years Blizzcon build. At least that is what they were saying they intended to use.

Played it back at Blizzcon 2010 and it was in pretty good shape.
Single-player: Straight-forward low-level run-and-gun through a typical Act 1 dungeon, where you intentionally levelled up after a short while and got to play with that interface.
Multiplayer: 3v3 round-based arena battle system where you picked one of the presets (Witch Doctor, Barbarian and Mage).
It felt pretty complete back then, for what they presented. Sounds like he's one of 'those guys' that frequent this thread, just looking for something to complain about.

Yup, first it was supposed to be the same build as last year's Blizzcon, so if they didn't change their plans, the version your friend played is quite less polished than the actual latest internal build.
They also said that they intend this beta, as opposed to their last games' beta, to be a REAL beta test. Limited both in content and testers, and they'll use it to test new hardware, collect feedback, and ensure compatibility with the most hardware possible on the client side.

Yes, they'll only have up to Skeleton King part (which is still in Act 1 I think) and probably PvP arena too just for testing.

It is a part of Act 1, and I believe they said arena would not be in beta.

Aye it is true that it works fine when you switch to Sc2 but I got friends that doesnt play sc2 and therefore cant post ... Shitty style blizz

Well then they can continue to use the old D3 forums.
Any of the official forums are a hive-mind of retardation anyway, so you're not missing much.
There's still post upon post in the official SC2 forums about how things like Void Rays and Reapers are overpowered in mass numbers and need to be removed. I don't expect the D3 forums to have a magically elevated level of gaming aptitude.

I'm excited about Inferno difficulty, especially if they managed to keep the risk/reward balance the same throughout all acts (4?). What I still don't understand is why they needed a fourth difficulty. Seems nightmare and hell have always been redundant with each other in Diablo 1 and 2 and they could've changed hell to inferno instead. Inferno is what hell in Diablo 2 should've been.

Still cant believe D3 is coming. Never thought this would happen back then when I was running for Baal uncountable times. For me a week more or less is like nothing, tbh. However, Im a bit ambivalent about the fact that the game is no longer set in a gloomy environment, where I think Diablo belongs to, but anyway, D3

Probably because the first three already symbolize something to the existing fans - a progressive three-tier monster/experience gain/loot system. Whereas 'Inferno' is meant to be something new.
