I'm merely discarding the older definition of any young girl and including the intent of the creators when they make a character, so when they draw someone to purposely look like a young girl but they are a late teen or an adult that to me is a loli. Everyone else is just a girl in the show.

Edit: Note in my definition I specifically said to look like sub 13 years old so your examples are ridiculous. Btw I don't get what you mean about Robin. She clearly looks older in the way Oda draws her in comparison to the late teens/early 20s crew members. Especially post-time skip she definitely looks her age.
