Cross Over is like Suzuka but shorter.
Amagami series are interesting, but have close to no drama at all and are kinda short.
Bitter Virgin is a nice romance/drama, although it might be a bit heavy.
Open Sesame has most of what you're looking for.
Ichigo 100% is also a good call.
I'd also recommend reading DearS.

The only problem with Penguindrum so far is every episode only introduces more questions. Depending on how they reveal wtf is going on then yeah, it can very well be best of year or a huge disappointment.
