Hinagiku is a tsundere done right. She's just so much more than an embodiment of polarizing adolescent feelings/mindsets, she has proven (moreso in the manga imo, I'm not a huge fan of some of the liberties that the anime adaptation has taken) herself a deep, fleshed-out, versatile character that has taken a life of her own. She represents most, if not all, of the archetypical tsundere characteristics whilst (somewhat) twisting them in relatively unexpected, various ways that allows her character to be more "alive" for a lack of a better description. Imo, pretty much the above description can be attributed to almost any Hayate no Gotoku! character as they don't completely stay within their archetypical boundaries, but Hinagiku arguably stands out the most admist her fellow admirable cast.
Sooo...in other words I should watch it? o_O

Holistically speaking though, it does so many things right. You can relate to the characters, it has funny filler stuff but also good background and plot development. The quirky stuff doesn't feel out of place and forced. If you know a reasonable amount of manga/anime, Nagisama's random outbursts are pretty hilarious. There's also several culture/history/literature drops here and there.
It also has like 10 ojous. (And Shizuka Itou. And Emiri Kato. And... you get the idea.)
I have no doubt that you will enjoy it.

The "ten no koe" or narrator.

No, I'm pretty sure there is no seiyuu named "Wakamoto Noriko."
