I've heard about Utena being pretty good in terms of symbolism and stuff, but I don't know if that was the anime or manga, nor under what standards it was pretty good. Regardless, it made its mark in the anime industry, and is technically an NGE-like classic. Whether that means it's good or not is a different question ;d I would never recommend NGE to someone.
Flip side, I've not heard of Tutu at all.

I can't help being a /m/an and liking /m/anly shows. Star Driver was just... I'm not sure how to describe it, but the moment the main character, who had previously been alright, suddenly turned around and did a Mahou Shoujo transformation and says "GALACTIC BISHOOONEN" I lose all respect for the show.

Well the show wasn't meant to be comedy I thought, it was supposed to be like a romance/drama mecha and I just felt so trolled.
