Anime indeed has shown this scene differently than I expected because when I read the chapter for the first time I assume that it was Kuma using his paw paw fruit
For the record, Oda consults on the anime so little scenes like this that are added to the anime are little things Oda wanted in there himself that he either couldn't put into the manga or things he thought up after. (I remember reading that bu I don't remember where. This doesn't include filler stuff)
It's very possible that Dragon isn't incredibly powerful. Being the leader of an organization going directly against the government seems reason enough to put him at the top of the wanted list.

If this were the real world sure, but this is One Piece the boss is always the strongest of any Organization or at the very least super strong. I think the only exception was Spandam, but his character was meant to be a cowardly leader, Dragon is definitely meant to be a strong character even though we haven't seen his full strength yet.

What about Buggy? Buggy was cowardly but he was still stronger than the rest of his crew through the nature of his DF. Sure now he has bluffed his way into having strong underlings, but he still started out as the boss that was the strongest in his crew.

That's very argueable since we don't know anything about his crew other than they were in various lvls in Impel Down.
No doubt that Dragon is one of the strongest characters in One Piece. Every person who has influence on other men and authority in One Piece is the strongest member, raw power-wise. Aside from a few comic-relief exceptions as judiciously mentioned above. Does Dragon look like a comic relief character? :D
Edit: It's kind of logical too. In a jungle-like world like One Piece, people follow strength.
So im watching the anime and FML i need luffy to meet shanks soon, we've seen everyone elses subplots but i know literally nothing about the captain, and he's so awesome. So far all ive seen is hawkeye take shanks a flyer of luffy's 30mil bounty and he's lost an arm (?!?!)
Can i just get a Yes or No without near-spoilers (reading this thread just spoils shit 3 million ep's in the future lol.) if Luffy's subplot will be ANYTIME soon?

I heard that Buggy is the most amazing pirate ever, he was on Gol D. Rogers ship, he is friends with shanks and is a warlord, how can he not be strongest of his crew

But to answer without ruining anything, you of course will meet Shanks again. But his level is definitely quite far from where Luffy sits currently, it's not really time for them to meet yet.
Wapol arc's pretty good, but you're about to get to a really good arc (Alabasta). I'd love to hear your reactions as you go, it's not often we get brand new fans haha.

Alabasta arc is okay imo but the arc that stands out the most to people is CP9 arc. Since after Alabasta, you run into that really boring and slow sky island arc. After CP9 it get better over all.
