Eh.. Imo Alabasta > CP9 > Nami arc > everything else, though it's all very close of course. I don't actually think any of the recent arcs, though they're all very good, are as hard-hitting as those ones as least while you progress through the story normally.
And no, Dragon can't be weak wtf. He isn't necessarily all-mighty strong either but if he can't at least tie 1 admiral then his rebellion isn't going to go very far.

His power honestly doesn't seem that imposing to strong haki users. I mean Luffy isn't that strong with haki yet but his usage combined with his DF is pretty imposing. That or he is secretly working for someone who is allied/related to Luffy so he wouldn't want to fight him.

luffy was trained by rayliegh he has to be strong as fuck haki he hasnt fought anyone seriously -_-

He isn't a master of it yet. Even Rayliegh said all he had time to do was teach him the basics. You really can't compare his haki use to the range and power that the top players have.

Shanks lost his arm when saving Luffy when he was a kid and that happened VERY early on (like in the 1st few episodes). Anyway, Oda said he regretted taking out Shanks' arm so early in the game (but he probably didn't know exactly Shanks' importance in the story), and that we shouldn't think of him as any weaker. He's pretty much stronger now than ever, two handed or not.
Also, as an argument for Dragon's probably monstrous strength: Will of the D. Every bearer of the D. middle letter is strong as fuck so far, no way Dragon at his peak (age-wise) is a weakling :D

Edit: It's kind of logical too. In a jungle-like world like One Piece, people follow strength. And also as someone mentioned, he saved Luffy just by walking up to Smoker and giving him a scary look. Now smoker isn't exactly top-tier but the fact that he wouldn't even think of trying to fight states the point, I think.

Omg Dwarves! I wonder what they are going to look like. In most fantasy novels they aren't known for their speed, but they are apparently really fast in the One Piece world.

About the Bartholomeo thing. Had a strong feeling that by "that man" he actually meant Luffy. More than anything it feels to me that he has been a friend of Ace and just wants his brother to have it. Might be totally different though. Sabo theory still possible.
