A) Thinking he was dead.
He ran away and got on a ship, even if they found out which ship he got onto, that ship was attacked by Zeff and multiple people saw him go overboard. No reason to really believe he was alive after that. Zeff and him both then led relatively quiet lives as cooks in East Blue, so no news of an old one legged chef and a boy in east blue would really reach the new world.

B) They had no use for him until now. Why waste the resources of tracking him down when he doesn't want to be apart of the family. Having to jump the redline and deal with the long travel just to get a bratty kid back doesn't sound like something a family of assassins would care about. Especially with 2 older sons already. Now that they are in talks with big mom about an arranged marriage suddenly finding him becomes a bit more important again, not to mention him being in the new world makes it easier for them to get at him.

To me I can find ways that make sense, but I'm biased to the other side, I quite like the family of assassins twist.

Nothing to do with him being alive at Zeff or not, but now that you bought up 'usage'. Could be that both brothers are dead and they need him to succeed the family business.

Also, talking about the whole Zeff story line etc. Sanji could be trained to be a chef because he was training how to use knives. And him claiming not to use his hands is because he doesn't want to taint his hands could be a lie. He could be hiding his ability in using knives to kill. There are a lot of ways you can intepret this information but I have one more thing for you to think about now. Sanji new powerup will have something to do with midrange knife throwing
