The only reason why Kidd was initially higher was because of his attitude and approach to being a pirate. Which is why Dragon will probably have the largest bounty by far because he is directly trying to bring them down. Luffy has pulled a lot of fucking crazy stunts but they were all reactionary. He never would have went to Enies Lobby, Impel Down, or Marineford if there wasn't someone close to him being threatened. Hell if it wasn't for a corrupt marine reporting him as a criminal falsely he probably would have stayed off the marines radar a lot longer. Considering that Shanks and Whitebeard are/were Youkou, if their bounty was lower than Jack's, I'd riot. As for Luffy, sure everything he did was reactionary, but I'm not sure if the WG knows that, or even if they care. I just know that now his accomplishments look like nothing, and now it looks like hes still out of his league in the New World, even after defeating Doflamingo and having a Pirate Alliance formed around him. It's probably not that weird that he has that kind of bounty, zoro also has a close bounty to luffy Marco was kinda the right hand of WB (he was division one ) the dude was seriously strong and went blow for blow against some admiral during the war arc. | ||

goes to show his level of power really. if you need three dudes like that to defeat jack, he's strong and deserves his bounty notice that so far we haven't really seen the bounties of kaido, big mum, etc. only sichibukai | ||

I think the reason he actually did that is he's too stubborn and single-minded (as shown last couple of chapters, not caring that the Samurai he's searching for isn't actually there) not to follow-through with the assault on a much more powerful force. Explains why he's now defeated. I mean not only did he attack the convoy but he sunk 2/3 of their ships, I think thats what makes people assume hes super-strong | ||

Remember that highranking members of a Yonkou's crew are usually very strong an example would be Jozu and Marco from WB crew was capable of fighting and going toe to toe against marine admirals. | ||
