I actually was pretty convinced that it was Sanji who was being chained and tortured in those flashback panels and by "hes not here" he meant Caesar. http://www.mangareader.net/one-piece/692/8 Jack is searching for him. So when he realizes he isnt actually there he goes for Doflamingo instead where he assumes to find Caesar too, or at least Doflamingo. He probably has Sanji with him but now that hes defeated who knows where Sanji is.

it's the 11th break this year (8th if we don't count new year, golden week & obon)
it's usually a break after 3 to 5 chapters, but it has been shorter twice (1 and 2) before a forced break with GW & obon
