Sometimes I wonder if Kubo managed to actually think up bankais for the senior captains like Yamamoto and Unohana. Some of the captains have shikai that are so powerful already or have abilities that are not scalable to a bankai. Having these new bad guys able to seal bankais is a nice excuse for it.
