Black Zetsu didnt plan everything he just gave people a push and falsifyd some information to get things faster even without him there things would ahve happened pretty much the exact same he was probably struggling and slowly working himself free of the paralysis from the start then after the story he had mustered enough strength to actually take action besides he has the Bijus in him he has no chakra limitations | ||

The theme of the story revolves around the cycle of fighting between Ashura and Indra, and their respective spiritual successors, only now Naruto and Sasuke are moving to break that cycle. It's based on the cycle of Samsara, as seen in religions such as Buddhism. We basically know how the story is supposed to end at this point. | ||

It just makes the story a bit unreal considering how much of a hand and patience he had throughout the whole thing. I dunno. He's supposed to be losing chakra even if technically there are no limitations. We can easily say that she just wants to rule like she used to in the past or wants to punish everyone for taking her chakra. Wouldn't be as interesting though lol but just as plausible considering the situation. | ||

At this point, there's so many things possible since the naruto universe expanded to ancient times and even other worlds. you can't really draw a line consistency with that. We ourselves don't know much about our own world, so the author is free to make up anything and everything when the storytelling goes that far. | ||
