Tobi as far as we know does not have mangekyo sharingan, only a basic sharingan. Izanagi is a technique that a basic sharingan can use. tsukynomi, susanoo, and amaterasu are all mangekyo techniques.

No Itachi has never said that. Kishi has purposely kept Tobi's sharingan hidden everytime he uses his S/T Jutsu. This is on purpose and leads us to believe that it may be a Mangekyo that we are familiar with. Even during his fight with Konan when he attempted to warp, his eye was greyed out when the panel showed his mask. It is likely that Tobi is using Obitos sharingan, but is not actually Obitio obviously. He is part Zetsu we know for sure. There is no telling who or what exactly he is. I don't even think Kishi knows at this point lol.

Sorry about the kind of dick bump on a tuesday night but:
Itachi DID say that if sasuke was to awaken his mangekyo that there would be three users. (himself, sasuke, and a nameless person).
At the time kakashi didn't have a mangekyo. That is what made people believe that itachi had an accomplice, which we found out was Tobi.
While Tobi has never openly been seen with a mangekyo, there still is the fact that itachi said there would be 3. So either, there is someone we have yet to meet with a mangekyo, tobi actually does have a mangekyo, or itachi merely assumed tobi had one because he claimed to be madara.

1. Madara knows who Tobi is.
2. Madara knows Tobi's plan. In fact, he specifically refers to it as "our" plan, which means the two of them are in cahoots and must have lived at the same time.
3. Madara knows that Tobi is going after the Kyuubi, and he somehow knows that he hasn't accomplished that yet.
4. Madara says that being resurrected by Kabuto means that Tobi's plan isn't being perfectly executed.
