well tobi being a dork was a role he played to keep the akatsuki organization in the dark never knowing who actual person in control of the organization was along with it's real plans. nagato who was pretty much a puppet to tobi, was slotted as the figure head and leader of the organization so a dorky role would throw them off completely of being suspicious of tobi.
