Also, since this universe has no apparent conservation of space or mass, Naruto can turn his heavily dodgeable thrown attack and positionally-dependent melee ownage infinitely more effective:

He creates a RecursionProgramJutsu that in every inductive step, creates a shadow clone of himself and transforms into a Kunai, taking the parent caster and placing it into its holster. The yellow-haired kid that's walking around is a clone, and he's nested in the infinitieth level of recursion (in the holster of the kunai of the holser of the kunai....). The shadow clone then throws a single kunai, and at each stage when the enemy dodges, the kunai turns into the next shadow clone and tosses the next kunai. Either the kunai makes it into point blank range, at which point the kunai turns into an infinity Naruto's and proceeds to unleash instantaneous whoopass, or the dude keeps dodging and is quickly surrounded on all sides in all three dimensions by Narutos, at which point they proceed to unleash instantaneous whoopass.

Such an imba justu can only be hard countered by Tobi no Invincibility Jutsu or soft-countered by Edo Tensei, which can repel the Kunai before reaching point-blank range. In the latter case, Naruto can still, with good execution, come out with an advantage if instead of throwing the kunai directly at the Edo Tensei spammer, throws the kunai at an incident angle of 90 minus epsilon so that even with outward pushing Edo Tensi, Naruto quickly encircles him. Once encircled, since Edo Tensei can only push in two directions, either directly toward the center or outwards, and with finite force and frequency, at this point, the kunais need only point all towards the edo tensei user. With each outward burst, the kunai turns into a dude Naruto who is now way heavier, and throws the way lighter new kunai towards the center of the circle. Slowly but surely, the kunai will make their way to the center of the circle from every conceivable angle, so dodging is impossible. Then upon reaching melee range, Naruto can proceed to unleash instantaneous whoopass.

This also works as a fantastic escape mechanism in the event that Naruto must conquer a user of God-no-jutsu. Using the same concept by which he can advance against an arbitrarily powerful Edo Tensei user, he can toss kunai in the opposite direction to flee even the most speedy pursuer. Each of these Kunai can then throw child Kunais, ad infinitum. Soon you have the entire universe (or at least the observable light-cone) filled with Kunai clones, and only one of the Kunais is actually Naruto. Since shadow clones are indistinguishable in every way from the original, the only way for the user of God-no-jutsu to properly discover and destroy the proper Kunai is to actually destroy the entire universe in a manner that exceeds the speed of light, which is only possible if Tobi uses mass shadow clones and distributes them randomly via wormholes all around the universe. But if he could do this, he could simply build a temperature-filled oxygen-rich chamber on Mars as his eternal, unwipeable "save point." If something goes badly for Tobi, he can just teleport between his own location on Earth and his Martian chamber repeatedly until he had gone back far in time until right after he completed the chamber and try again. Also, while he is in the chamber, since he can take it with him, he can go back in time arbitrarily far, to essentially the beginning of the Universe.

He can then go to right before the sage of 6 paths was born and set his save point there. Then he could destroy the ninja world before it had even been started by killing the sage in his infancy. He would have infinite tries to do so.
