So the memories exist in all times (present, past, future), and these memories share with everyone who inherited the titan power (anyone who devoured the original titan 'coordination'). That explains why the chapter 1 is called 'To You, 2,000 Years from Now', and why the owl mentioned names that he doesn't recognize: armin mikasa in the last page of chapter89.
The memory is probably clearer for the titan power holder if you are in the same 'current' timeline, otherwise you will end up like the owl didnt have a clue who are those names since armin mikasa are in his 'future' timeline.

Evolution theory guy here, came back to say we can officially throw out everything i built upon what i speculated based on previous chapter's released.
with that said, I don't even want to go down that rabbit hole of speculating time and powers. even in reality our speculations seem so fruitless. to do this in a fantasy setting i can't even imagine where to begin or want to. the thought of having to dwell and mull over the complexities of "what if scenarios" regarding time is something i am turned off too, even in fantasy.
i realized how off the mark i was with the little amount of information provided in the 20 chapters before this for those who know what i did write.
since everyone is theory crafting i may as well throw in a less complex and simplified version of what i believe this chapter was about. I don't believe that owl fully comprehended the power and thus this chapter was more or less him telling us his last observations. why do i believe this? he never gained experience titanizing within all those years he hid in secret. he specifically did say the titan was a "freedom titan" but he did the exact opposite of it's purpose so he never got to fully draw out it's power. he laid dormant by using it sparingly, his beliefs are that of a traumatized soldier. it seems he's more afraid of his own weapon and priortized survival. nearing the end the guy chose a successor.
the author wrote it in a way that it made it seem like owl HAD NO CHOICE at ANYTIME to titanize and save the revolution. he could have simply destroyed the wall seperating mindless titans and civilization just like what happened recently and let the rest of those do the work. he also never gained the king of the wall's power. eren unknowingly did. not to mention owl's usage that we know of was very short. meaning he may not have known the extent at which the body human body can stay titanized without fusing.
remember it did state he never achieved the king's power, only that eren's dad did. eren ironically has hange and such a supportive team that is willing to help him comprehend his powers for the sake of their own survival. i do not believe the behavior of eren exhibited currently are symptoms of the attack titan but that of his father's memoirs being the catalysts that sparks the power king's power awakening.
in truth this is eren's flash backs, his dreams, all the while the collective memories of the king's power flooding in him at once. i think it's still a memory he was recalling with owl and that, the memory was being distorted by the onset of new memories awakened by the king's power. and it's mixing with his true identity. i'm not going to go down that route, and believe every word for fact despite owl saying it. owl was quite frankly mentally weak, had PSTD and mental issues, and pretty much was useless until he passed it on. isolated in enemy territory, with a fear of his own power, he was never given experience with it and thus summarizes it as something that transcends time and space. i believe it's more like a collective memory of all those who possessed it's power now distorting eren's memory and recall of those events.
why do i say this? because if you recall the chapter where that weiss guy, historia's adopted father or whatever told a story of his sister inheriting the kings powers, she suddenly knew everything and then came to the conclusion it was all futile. i think because eren wasn't royal blood, only with other conditions that stress him emotionally can he start tapping into the kings power and also the memories that come with it.

Wait what? Suddenly most of the titans outside the walls are dead? I don't get this, how is it that they were able to kill so many titans, and why wasn't the island cleared of titans before? I suppose it could be that the previous kings were always sabotaging the survey corps, or that there was never a real concerted efforts to wipe them out. Or I guess it could be that Eren/Armin simply killed a fuckton of them.

the survery corps never actually made a concerted effort to kill titans because the assumption there was a massive amount of them around the entire world, they didnt realise it was only a small amount on there tiny island

they basically made this titan meat grinder that can go through them by the hundreds every day, the titan body evaporate so they don't even need to worry about cleaning up the mess, it's quite convinient...
also there arn't that many titans actually, all the titans on the island are artificially created by the marlins, and they have to bring these prisoners there by boat so... can't have been that many titans to begin with

Remember the Titan Guillotine? That was running for like half a year if my assumptions are correct. Assuming 3 Titans per day, which feels like a conservative estimate, they'd get 400 or so Titans down in no time.

Since there were literally no witnesses to the destruction of the Marley ship(s) then it could be that they assumed an attack by the first king. Perhaps they decided not to anger him any further and pulled back before their shifter invasion?
Also, I feel like everyone is sorely underestimating Marley right now. Please keep in mind that:
1. 20 years ago they already had ~WW2 era technology, meaning that if they don't have nukes right now then they at least have semi-automatic rifles, bomber planes, mortars, mounted machine guns, frigates... you name it.
2. The shifters themselves are already on their way out. The reason Marley wanted to invade Paridis is to prepare for the future where titan powers are irrelevant.
3. Our main heroes are literally bringing knives to a gun fight and their 3d gear is useless against humans.
Pretty sure that in the next chapter, they will see Marley ships and planes coming in which will start to bomb the fuck out of the island.
