Rather, they just have their own agendas and plans. It seems that while there is a "hierarchy," none of them actually care about keeping a close eye on everyone - perhaps because the higher rankers are worried about larger issues. Either way, even Yuri has her own agenda with Baam that clearly conflicts with the order of the tower but I don't think you would call her evil. It's too hard to say who is evil or not with so little known about the universe. You say Baam should kill Zahard to end corruption but most of the "evil" rankers we've seen are supporting Baam in this so where does the corruption really lie, if anywhere at all? As for the flower, it's hard to say how "evil" they were. If nothing else, they were definitely trying to maintain status quo in the tower, and they spent a lot of resources to attempt to stop Urek. For all we know, Urek could be lying or we could be missing some key information or perhaps the rankers sent were "lower on the food chain" and just carrying out orders for stuff they were unaware of. In the end, I don't think evil and corruption are the right words to use as the tower as a whole seems to indirectly encourage doing whatever you want. The "order" of the tower seems to be a farce for the most part as everyone has their own agendas, making it too hard to say who is evil or not. | ||

I really doubt all examiners are morally corrupt, as we have Leero and his sidekick have some moral sense and control. | ||

By pretending to be an examiner on that floor he was able to gather information from the existing examiners as well as possibly examining (not testing) Zygena. This person seems like a trusty servant and/or errand-boy (because he is being trusted with keeping an eye on Baam) for Urek. Urek probably wanted access to more of those flowers for some reason (most likely it has something to do with getting out of the tower or a as a trade to get something he wants for that purpose) and sent this person to figure out how to get the flowers. | ||
