I just hope this setting is intended, kinda in a way of "look all your best efforts are meaningless when we start to care" to give a proper spin at the end. If not i will be kinda dissapointed. I actually disagree with that. First of all Baam isn't the only one that can slay Zahard. Basically every irregular can do that. So he isn't FUGs only chance in his current state Zahard would probably just end him. It has been said many times that Baam is strangely unimpressive for an irregular given the other irregulars which have entered the tower recently. So in order for him to be useful he has to become stronger and he can only do that by climbing the tower. Obviously FUG developed the same concern regarding his saftey and forced him at some point to work with them and now they are trying to convert him into a tool for the same reason. So things haven't been left to chance for quite some time now.
There is a fixed set of rules in place inside the Tower which has only been partially explained so far. My guess would be that Zahard and his family are actually forbidden from directly interfering when it comes to people climibing the tower. The floors are controlled by the guardians which have a contract with Zahard allowing him to regulate the tests that are being administered. The precise content of this contract and what exactly Zahard has agreed on with the guardians is completely unclear. FUG seems to have the same problem. They can infiltrate the tests but seem to be very reluctant to actually openly break the rules of any given test.
Koon even mentions, that under no circumstances should anyone break the rules of the current test because otherwise FUG might have an opportunity to intervene (CH.87).

I don't disagree with all what you said, but we saw everything can be set up as well. We don't really know what is the driving force behind everyone because it seems everyone is on someone else strings. We don't know whether it was guardian who was tricked into making the test for Baam on 2nd floor or it was him who wanted this to happen.
We know that Headon is one of the most important if not the most important factors as he is the gatekeeper, manhwa also depicts him as evil/schemish character it is quite contrary to the other guardian who was simply curious of Baam.
We saw that guardians can be avoided (Jinsung - Karaka conversation). They are definitely not omnipotent. And who else is there to keep the laws of towers? I think the premise of FUG was to "fuck the rules" and do what is most important to them.
I think we can both agree that there is so many uncertainties surrounding the laws of towers as well as purpose of many characters. But that's my point, what we are seeing is not answering what we think based on background information we are being fed. I hope that SIU will push forward the plot so we will get to the "meat" finally.

Am I the only one who doesn't always get who everyone is? This manhwa is so confusing I probably need to re-read it from scratch. I keep forgetting who appeared when and what side they are on. At the same time I think it's part of what makes this manhwa so interesting.

Ya I think the masked person is probably Hwa Ryun she wears alot of masks and uses a spear/staff. She was my favorite bad guy now shes my 2nd favorite good guy!

Now we know of FUG they can show up in the story and we won't be surprised if they pull another super elaborate scheem that we don't see all the innner workings; since, we know they can pull one off.
Great chapter, Baam is a boss and it seems a Mad Dog vs Viole is they fight on even footing that SIU was talking about.

Maybe he'll summon Baam into Beta? But there's apparently Mad Dog coming now though. Maybe Baam will be losing the fight against Mad Dog and will get summoned out before the final blow.

Considering how long Viole's had the "fake thorn" in himself, unless Hwa Ryun and the faction she belongs to have amazing prediction abilities it means that the current plan with the Workshop and the whole "fusion" thing was envisioned very early by the "conservative" faction amongst the elders, maybe not right after Baam arrived but rather quickly after that, to give time to Hwa Ryun, Ha Jinsung and allies to learn of the plan, prepare their own countermeasures then play along with it.

Another thing to remember is also that FUG has multiple factions. So at any time, there are multiple schemes running with very different goals.
And if you are a familiar with the works of Steven Erikson (Malazan books), then he has a very appealing premise, which is that power attracts power. I could easily see the same premise being true in ToG, in which the very powerful people doesn't flaunt their power and directly involve themselves, as it will attract other powerful people to impede and counter their plans.

I'm guessing breaking the rules pisses of the guardians, and seeing how they're night-immortal and control Shinsoo on their floors, that's not a good thing to do.
