Was the attack speed of the storm high enough to compensate for the movement speed of the ball?
You should be able to hit him during the ulti - its possible.

^do note it becomes by default harder to hit in ball lightning as lvls go up (the speed of ball increases) but you should have atk speed to compensate so im assuming in the lobby you just lvled up and didnt get any items which makes it pretty hard. Thats why its very common ti see the hits roll out at ulti lvl 1 and 3 but not so much lvl 2 ball lightning

Bear is a incredibly timing based carry compared to most others. His item timings are super strong, which is what makes Midas an awkward pick in most situations. Midas delays your Radiance timing but it speeds up your AC timing. In theory an early Radiance timing is good enough to catapult you towards AC in the first place (2-3 towers+) because no one can fight you with a quick Radiance while sieging towers.
Maelstrom builds on the other hand completely skip the Radiance timing but the AC in Maelstrom builds comes earlier. Besides the whole deal of being easier to farm up the question should be whether you'd rather have a strong early Radiance timing or a strong early AC timing. That obviously depends on teamcomps and your gameplan. On a Bear in a 1n1 situation there is almost never a reason to not get Radiance for those reasons. Mael -> AC is a bit more "ghetto" and works fine when you have other strong carries to do the major part of the fighting while making good use of the AC aura. Vlads is a great followup with the same idea.
Once you're past both those timings your next choices (some surviability on main bear, basher, MKB) aren't nearly as impactful as Radiance or AC in most cases so your goal should be to abuse the former two as best as you can and establish control over the game with them.

I dislike the maelstrom build because for farming it isnt remotely close to radiance and i think a better poor ld build is a catchup midas into basher+vlads. As the guy above me said, ld has some big item timings, but he also has some good lv timings. You want 11 then 14 then 16 asap as all are pretty important, and if u hit 16 fast enough, with a casual cloak and chainmail for ac you are stupidly tanky. This is why ld is among very few heroes id build a catchup midas on, because of his innate survivability, his need for ias, and well gold. With battlecry your bear hits hard enough to use this build.
I mean if youre gonna farm get a radiance since its farming and splitpush and teamfight is just ridiculous but if you need a fight now build since youre behind just go basher

You have a 5% chance to not have a root proced because of maelstrom, and you trade it for 480 total damage.

On a related note, iirc the storm spirit player's icon on the minimap spins when he jumps somewhere in ball lightning--does anyone know if this makes any difference for.. well, anything?

It is possible for the stormspirit to attack during his ult form. It is in dota-cinema mythbuster episodes. You can even use items while mid flight in the ult. Dota-cinema also shown that they can use dagon while flying by

If you have / leave X marks the spot at rank 2, then whenever you cast X marks the spot, you can cast Torrent on the same location for a "guaranteed" hit.
X marks the spot at rank 2 has a 2 second delay on return, and Torrent has a 1.6 second delay, so they're a natural setup. You can follow with boat if you're casting from the correct distance.
...other than that, I'm not sure what combos you're referring to.

He doesn't have the skillset to survive offlane, there are way better mids, doesn't carry hard enough to be safe lane carry and if u wanted a support melee you'd pick naga over him. He might be good in dual offlane which doesn't fit current meta
