I don't think the teacher could keep the turtle for whathever law or reason, so with the choice of having to find a good place for it or killing it, the police went with the easy way out. | ||

(It's also totally possible for the guy to have gotten a permit, they don't sound terribly hard to get... unless you have fed a live animal to one in front of school children). | ||
