The main problem with 4chan is that it gets defined by its worst actors and the total anonymity attracts part of the internet that are the worst of the worst. Of course there are good folks that are just there to discuss anime and laugh, but they don't make headlines. But the bad people on 4chan and 8chan are pretty much the last people on the internet you want to interact with.
Cowboy Bebop confirmed best Anime of all time. Ended well, solid episodes and good characters. And minimal creepiness in its female characters.

Different boards have different users, /m/ doesn't have the kind of awful posting that /b/ does. So just because one board is shit why would that make me not want to use another board? That would be like quitting a forum because there is a single awful thread. Also neither kamen rider or garo are anime, or well garo recently got an anime but the tokusatsu series isn't anime. There are other places to talk about anime, but even the TL anime thread is fairly slow and i can't have as quick or fast discussions about a specific series or manga as i could on the anime board. Like if i wanted to talk about a very specific anime like TTGL i'll probably get a lot more replies by using 4chan compared to TL.
Also Cowboy bebop is good, i rate it 9/10 myself but i wouldn't at all say one of the best anime of all time, a good share of things i would rate above it or equally as good, but it's great for sure.

There's certainly nothing wrong with TTGL and Cowboy Bebop though, or well there's a lot of things wrong with TTGL but in a good way.

TTGL is basically my own personal number one although i definitely don't think it's the best anime made 
TTGL as an anime is more about the experience and the sheer quantity of hotblooded bravado than it's about the story, the story is fairly average.
Plus the + Show Spoiler + In the final episode was just icing on the cake, more anime should do that.
