In practice, designers get lazy and don't want to hand-craft 50 different versions of every encounter so they throw the scaling into a formula that's invariably awful at representing the actual growth in player strength. FF8's actually the epitome of this where it's basically not worth it to gain levels from regular enemies because of how bad the level scaling is.

Or there is simply not enough man hours to do that in a game. Hand crafting stuff take time, which is why changed crafted shit costs more.

Sure, I'll agree with that. But if designers can't do it well, then they shouldn't put it in the game. Bad level scaling is worse than no level scaling.

I am with you on that one. Its one of the problems with RPGs in general. Everyone wants to play the game their way, but the designers have to scale the challenge for both optimal and garbage builds. FF8 excluded because Japan makes RPGs weird and their design decisions are moon logic based.

FF8 excluded because Japan makes RPGs weird and their design decisions are moon logic based. Character optimization isn't even addressed by level scaling because it creates a huge disparity in character power level *without* an actual difference in numerical level. In fact, it punishes poor optimization even more because typically the way to get suboptimal characters through a challenge is to grind levels, but that's more or less futile in a level-scaled game. The JRPG genre isn't so bad, it's just Square Enix that kind of stagnated. Most audiences still view them as the central pillar of JRPGs.

That game should be pretty decent, but maybe I'm just fanboying over Namco.

Dunno if it changed, never looked at one of the newer ones again after that. That was 13, and the story goes that it was designed to be like that because they didn't know the specs of the PS3 at that point in development.
