I'm not really sure why they're changing it retroactively. In Dota 1 mechanics, it refreshes Blink. It has been changed. That quoted changelog was from the last Dota 1 version.

This is why the whole "is it a bug" vs "isn't it a bug" argument is dumb. Technically stacking is a bug, but no one is calling for that shit to get removed. People just cite weird stuff to prove their point and say "it wasn't in dota prime" or " its like that in dota prime, but not now because Source 2" or some other bullshit. At this point with dota, if someone does something and it doesn't crash the game, its working as intended.

my point is it didn't until this most recent patch.. before this, blink dagger on cd after rearm was working as intended. and it's not like the advent of dota 2 mechanics made them realize they could change it to how it is now; either IF actually wanted it to be like this, or didn't want to bother changing the mechanic in dota 2 so he changed it in dota 1. both theories don't really make sense.
either way it's really up to you to define 'working as intended'. a bunch of shit like song/ravage interaction (basically the ravage mechanic) wasn't retroactively changed in dota 1 either, even though it's still in dota 2 so.. it's ambiguous at best

icefraud pls Could be a bug they didn't know how to fix, so they just changed it in Dota1.
That, or they liked how it worked in dota2 and flowed the change to WC3.

No, stacking isn't technically a bug because, right now, it is an intended behavior. The issue is that noone knows what is intended and what is not intended in Dota 2.
People talk as if not refreshing Blink was intended, but its more likely IceFrog just didn't care about it and never considered the change. It was just there because of how the item interacted with the spell. Dota 2 brought a lot of things to attention that he thought would be good changes. Liek the bear armlet in Dota 1, it was clearly bugged, the behavior made no sense. It wasn't intentional, IceFrog just never cared about Armlet on the bear.

At least we have dota 1 to lean on and don't have to cite lore or some other bullshit. Those discussions make me want to slit my wrists.

Yes, that was my point. That people use the term "bug" very loosely and try to claim that something they don't like is a "bug", but don't have a fixed definition of the word.

Icefrog doesn't make everything in dota. Sometimes he makes an ability, tests it, see's it's bugged and lieks the bugged version more than the original concept. Icefrog obviously looked at the blink thing and decided it's good.

you can say armlet on bear wasn't too big of an issue until advent of dota 2 and IF simply didn't care about it, but blink dagger tinker has been around forever. it's also not like that specific interaction between rearm and blink cd was unknown, so I mean, why didn't he change it before?

Strictly speaking, any functional difference not officially acknowledged as intentional by Valve/Icefrog is a bug. If Icefrog changes Dota 1 to match, it's no longer a bug, simple as that.
Practically speaking this definition isn't useful as many of these bugs will therefore never be fixed.
