If you're an absolute beast at lasthitting you can ignore the qb, but otherwise it's a good investment.

People use this logic a lot, but also off-laners with a brain will punish you for not having a Stout, particularly if you're not trilaning (or even if you are, if your supports are on weak heroes or are bad players). Having to use 2 tangos is basically losing a lasthit, having to Salve is basicaly losing 2 lasthits, and having to back off from the creep wave because you can't win a fight against their offlaner and your support is pulling or something will probably also lose you a lasthit or two.

It's reasonable to buy QB from the side shop once you're sure the lane is stable enough, because by and large you've lost nothing for not having QB in the first 1-2 waves (supports haven't pulled yet, and if the enemy off-laner is ballsy enough to contest your lasthits when you start Stout, he's also strong enough to just hit you and punish your lack of a Stout Shield if you'd started QB or lack of regen if you started QB+Stout).
