There are also the changeslogs from 6.00 upwards, no indication that Eul's ever worked on allies. I am pretty sure that it never worked in any of those version. And the changelog even said "6.60 - Can be used to target yourself", would be odd if you could target allies, but not yourself | ||

And yes, you had 7 charges of Cyclone on Euls, then it wouldn't have an active until you upgraded it to a Guinsoo, which didn't have charges. | ||
