Permastun sure would, but a big part of stun stacking is just the raw damage from the nukes bringing the hero to 1/3 life anyhow. With huskar, even with proper stun stacking you are looking at a 1/2 health hero with a crazy big heal.
My answer to huskar is usually to try to avoid fighting against him until post-25 minutes whenever his inability to flash farm starts to show through. That sometimes takes team coordination to explain that you DON'T want to gank their carry, so he sometimes stomps anyway.

A good BH wrecks pubs because of the heavy fighting/overextending nature of pubs
remember that if your teammates can't farm for shit at the very least they will get the track $$, plus you know, people don't sentry ward everything in pubs.

In low level pubs where all 9 other players are goons, BH can be awkward because his inherent solo-killing power is not that strong. With just 1 other competent player, he is very powerful, though.

To be honest, in low level pubs individual hero kits really don't matter all that much as optimal play isnt necessary to crush opponents. Basher ogre magi FTW.

In 6.75 astral was buffed to 4/6/8/10. That's why he's no opressive from level 1. +8 damage that early is no joke and he can easily 4/4 waves with that against most heroes.
The problem is that he steals bonus int. Without that you could have heroes get 3 branches and have the ability to cast spells against him without limiting yourself to like... just razor. It would also help OD become better because then people would actually try to use him more midgame by stopping astral at level 2 and could be getting orb at level 8 after maxed essence aura.
That being said, his ms and armor are too high right now. A nerf to either would be fine IMO, though I hope he wouldn't do both.

OD just need shorter duration but better int steal on higher levels imho. Destroy less the lane and make it more useful in mid-late game. Something like 30 secs for 4/8/12/16 int steal.

Im not sure its suppose to be fixed tbh. In dota 1 you wouldn't get xp when astralled because your hero would be transported off the map if I remember correctly. But in dota 2 this isn't an issue, and I see no gameplay reason why you shouldn't get denyxp in this situation other than to make OD even more powerful 1v1 than he already is.

So this just happened. My roommate starts a match, his girlfriend calls him and he has to leave. He asks me if I can finish the game, so that he doesn't have to leave. I say fine, stomp hard because his account is in a much lower bracket. At the end of a game a fucking Waldi the Faithful legendary courier drops for him. :D
