Phase+Drum on Anti-mage is actually a pretty good adaptation to certain games that don't allow you to farm Battle Fury straight-up.
90% of time in pubs it simply does not make sense to play a farm-oriented build that you would see in a competitive game. You generally have to help your team create advantage before you can settle back into a farming-oriented tempo. Cost effectiveness. If you can't afford a Bfury or to go farm at all, then you need to do as much with as little money as possible. phase drums fits the bill.

He doesn't need the added mobility if he maxes Blink. But if you are forced into a situation where you *need* to fight before your first major item, why would you max Blink first? It has lower early combat effectiveness than either Mana Break or Spell Shield.
