I was doing Bash/Aura max until I saw Charge max used in high level Chinese pubs, and tried it because of that. On paper the Charge speed doesn't sound that good, but it actually makes a big difference.

Whether you max Aura or Bash after that is entirely situational based on the heroes your team has. Heroes that need the aura to engage (e.g. melee heroes with mediocre chasing ability and no long-range spells) like the aura, while longer-ranged heroes or heroes with blinks don't really need it.

EDIT: This is for off-lane SB, where the expectation is that your solo-killing ability will be mediocre with off-lane farm/levels anyway. If you are playing a safe lane farming SB, Bash max is acceptable due to the fact that the higher Bash ranks enable you to solo kill earlier against weaker targets. If you do this, you'd naturally max Charge second, because Aura has very little effect on your solo-killing ability.

It still won't work in a competitive game because a strong tri will keep him 0 XP and he has no other means to farm well. But he takes advantage of 2-1-2 laning and weaker trilanes to be able to get XP off his high base defensive stats.
