So my suspicions were correct.
OoV stacks fully with Frostmourne in DotA 2 despite them both being Buff Placers in DotA 1 (and therefore not stacking).
Gonna random till I get LoA so I can Boots+Oov level 1 Frostmourne.

On the whole LoL-players-considered-athletes-in-US thing, I was thinking: who is going to do this for dota? Does Valve have the will to go through the trouble? If Valve doesn't, is it possible for american dota 2 organizations to band together for this?Knowing that such a project would likely take a lot of time, effort and many trips to washington (so there's an undefined cost involved), is it actually worth it?

If LoL players are, any esports game can use the same ruling. You don't have to go through the same process for every single game. Once one is in, all are in, they can use the LoL thing as precedent.

This has more to do with LCS than it does LoL players.
There's really little benefit in it for the eSport's scene as a whole. It just makes it easier for the LCS to get the players (who they contract) to the country.
People are making a big deal about this but really it means very little except easing player transport.
This also isn't the first time this has happened, it was the same in Counter-Strike like half a decade ago. It's not some huge step.
