Gabe Newell has spoken on the fact that they are not happy with the current iteration of MM Ratings a couple of times.

I've seen the interview, he doesn't really say much and it's been 5 months, if they are unhappy with it doesn't look like they are doing much about it.

I'm not comparing the games, I am comparing the handling of ''mean'' people. In most games, if people are mean to you, you ignore them or mute them yourself. In dota2 people get hurt by every insult ever and report you for it so you get muted and severely punished in a way that hinders your ability to play on a fair level. Like you can't discuss engagement tactics or item progression, because you're muted. You can' ask for a salve or anything because you're muted.
You also don't get any ranking system because people might get hurt when someone insulted their league or something, oh no! Valve should stop treating their playerbase like 5 year olds. I got so annoyed I stopped playing dota2 for about a month now.
I haven't been muted, or put in LPQ, ever. Not to say I don't agree with you in letting people mute who they want, but if people are constantly and consistently being insulting in the large majority of their games then by all means punish them. Maybe muting isn't the right idea, but there has to be a way to get the message through.
